CTSASA REGULATIONS: Dedicated Membership Certification (sportsperson and hunter)

CRITERIA FOR DEDICATED MEMBERSHIP STATUS

a) The Member must be fully paid up (i.e. paid up to club, province and the CTSASA). The subscription must have been received by the CTSASA. Payment to a third party does not constitute payment to the CTSASA.

Please note that this certificate cannot be issued to Occasional or Temporary Members

b) The Member must have shot at least 200 competition targets at either CTSASA club or CTSASA provincial/national level within a year of applying for the Dedicated Membership Certificate. For members aged 70 and over, the requirement is 100 targets (update 13/10/21).

c) Targets must be shot at a CTSASA registered club over CTSASA disciplines (ATA Trap, ATA Trap Doubles, DTL Trap, NSSA Skeet, NSSA Skeet Doubles, Olympic Trap, Olympic Skeet, Olympic Double-Trap, English Sporting, FITASC Sporting, 5-Stand Sporting, Universal Trench, FITASC TRAP1)

PLEASE NOTE THAT CLUB COMPETITION SCORES ARE NO LONGER BEING RECORDED BY THE CTSASA

IF YOU HAVE NOT SHOT ANY CTSASA NATIONAL OR PROVINCIAL COMPETITIONS THEN YOU WILL BE ASKED TO COMPLETE A SEPARATE FORM TO CONFIRM YOUR CLUB COMPETITION SCORES. CLUB COMPETITION SCORES ARE NO LONGER RECORDED BY THE CTSASA. YOU WILL NEED TO LIAISE WITH THE CLUB(S) WHERE YOU SHOT YOUR CLUB COMPETITION TARGETS.

*** PLEASE NOTE THAT PRACTICE SCORES CANNOT BE USED. ONLY COMPETITION SCORES ARE ACCEPTED ***

Please also note:

** The Dedicated Member Certificate is a document that is signed by the designated Responsible Person of the CTSASA (currently the Executive Officer).  The certificate is then counter-signed by a Commissioner of Oaths.
** Certificates cannot be issued unless the criteria above are met.
** Certificates are only required for those members who are renewing licences or applying for new licences.
** Dedicated Membership Certificates are only issued upon request and are not automatically sent to members.

MAINTAINING YOUR DEDICATED MEMBERSHIP STATUS

To maintain your Dedicated Membership Status you must continue to shoot 200 competition targets per calendar year at either CTSASA club or CTSASA provincial level and remain a paid up member of the CTSASA. Members aged 70 and over are only required to record 100 competition targets per year.

In certain limited and clearly deserving cases the Executive of the CTSASA may issue a dedicated certificate to a person who has not complied with the criteria specified for obtaining a dedicated member certificate.

TYPES OF FIREARM LICENCES

Under the Firearms Control Act, there are two categories of licence applicable to sports people and hunters:-

a) Occasional – up to four firearms may be licenced to the person – limit of 200 rounds of ammunition in your possession. Intended for the first time owner or for those people who do not participate in sports shooting (or hunting) on a competitive/serious basis.

b) Dedicated – over four firearms can be licenced to the person – no limit of ammunition in your possession. Intended for serious hunters and competitive/serious sports shooters.

In order to qualify for a Dedicated (section 16) Licence, part of the requirement is that you must be a Dedicated Member of an Accredited Sports Shooting Organisation.

APPLYING FOR YOUR DOCUMENTATION

(Please note you cannot download a Dedicated Membership Certificate, you need to submit a request – please allow at least 2 to 3 working days)

There are two documents :

1) Dedicated Membership Certificate and

2) Endorsement 

NB: if you have insufficient CTSASA competition targets registered in the required period you will need to download, complete and return the following form to confirm your club competition scores. Please download the form CTSASA DEDICATED MEMBERSHIP CERT REQUEST USING CLUB COMPETITION SCORES to submit your request for a Dedicated Membership Certificate using Club Competition scores.

DEDICATED HUNTER STATUS

The CTSASA is a member of CHASA (The Confederation of Hunting Associations of South Africa) and therefore we can offer Dedicated Hunter status as well as endorsements for rifles and handguns.

Please apply via email to Sarah at the CTSASA office – info@ctsasa.co.za.  There is a nominal yearly fee for this certification.

INFORMATION FOR CLUB ADMINISTRATION OF CLUB COMPETITION RESULTS

As from September 2016, CTSASA clubs are no longer required to submit club competition scores to the CTSASA.
Instead, members will be required to submit a yearly report form giving details of the competitions they have shot.
The Chairman or Secretary of the club will be required to sign the yearly report form declaring that the information is true and accurate.
Therefore, it is still a requirement that CTSASA clubs record all their club competition scores in order to provide support for their members who require these scores to support their Dedicated Membership Status.
The CTSASA administration will send reminders to those members who are required to submit a yearly report.

MEMBERS WHO ARE NOT IN COMPLIANCE WITH THESE REGULATIONS

At the beginning of October each year a reminder will be sent to all members who are not in compliance with these regulations.
A report listing all members who remain in non-compliance at the end of November each year will be sent to the Central Firearms Registry.

GLOSSARY

Accredited Sports Shooting Organisation – governing body for a shooting sport, e.g. CTSASA

Bona-Fide Sportsperson – old certificate under old Arms & Ammunition Act – no longer in use

Dedicated Firearm Licence – new category of licence (section 16 in the FCA) issued to persons who fulfil dedicated criteria

Dedicated Member – new category of member under FCA within an Accredited Sports Shooting Organisation or an Accredited Hunting Organisation

FCA – Firearms Control Act of 2000

FAR No: the registration number of the CTSASA with the Central Firearms Registry – 1300022

Dedicated Membership Certificate – issued by the Accredited Organisation – obtained from the CTSASA upon request of the Executive Officer and provided that all the criteria for qualification are met.

Occasional Licence – new category of licence (section 15 in the FCA) for occasional shooters/hunters

FREE OF CHARGE : All certificates and supporting documents are provided free of charge to CTSASA members (except for the CHASA Dedicated Hunter certification).
